Why data_gap matters
When evidence is insufficient, the system should stop instead of inventing a polished answer. A data_gap tells readers what public coverage is missing, what must not be treated as current, and what to check next.
Why needs_review matters
needs_review is quality control, not failure. Red-team review surfaces weak assumptions, conflicting sources, and the places a reader should not trust yet.
